State Car Policy

  1. All travel will require the use of a leased car if one is available.
    1. Offices are responsible for developing a system for reserving leased cars. The system must provide for canceling cars that were reserved, but are not going to be used due to change of schedule, illness, etc.
    2. To maximize monthly usage, priority for use of leased cars will be given to staff with the most distance to travel. Staff are expected to approach other staff who have reserved the leased car for a shorter distance and inform them of the need for a reservation change.
    3. Office Directors are responsible for checking the reservation log before approving expense reimbursements with personal mileage reimbursement to verify that a leased car was not available. Approval (signature) of personal mileage on an expense reimbursement is verification that a leased car was not available. No further documentation is required to be submitted with the expense document, unless requested.
    4. If a leased car was available and a staff member chooses to use his or her own car, there will be no mileage reimbursement.
  2. If a leased car is not available, the Department’s policy (listed below) regarding the use of state owned vehicles (pool cars) will be followed:
    1. State Pool Car - The following offices have state pool cars available to them: Lincoln, Kearney, Norfolk, North Platte, Omaha, Omaha West, and Scottsbluff. Addresses, hours, and contact information for TSB motor pools can be found at TSB motor pools.
    2. Personal Vehicle – an employee who chooses to use their personal vehicle will be reimbursed at the standard rate established by the Internal Revenue Service as set out in the State Accounting Manual. Prior approval to use a personal vehicle is not required.
  3. VR Director has blanket approval from the Commissioner to use his personal car as needed.
