Purpose

An Address Book Number (ABN) is required in QE2 and E1, the State of Nebraska's payment system, before any payments can be made to a provider or client.

Guidelines

In QE2, ABNs for providers are found on the second line of the provider's record.  Client ABNs are found on the client's Basic Information screen.

No payments can be made to a client or provider until they have been assigned an ABN by E1.

The State Office submits requests to E1 for an Address Book Number (ABN) or an update to an existing record with an ABN on a daily basis:

  • For CLIENTS, at the time an authorization is created for a cash advance or reimbursement to the client, an ABN request is autogenerated by QE2 on the Client Updates list. For clients who have an ABN and a revision is made to the name, address or Social Security Number, QE2 autogenerates the information on the Client Updates list.

  • For PROVIDERS, the provider will display (providers needing an ABN or existing providers with an ABN who have revisions) on the Provider Updates list after the provider has been entered into QE2 by VR staff.

E1 typically assigns an ABN to a request within 48 hours unless there are questions surrounding the request which need to be resolved. When E1 assigns an ABN, an email is generated from E1 to State Office. When the ABN is received by State Office, the ABN is entered in QE2.

An email is also generated from E1 to State Office after an update has been approved to an existing client or provider with an ABN.

Create a PROVIDER in QE2; the provider is in the State of Nebraska’s payment system, E1:

To search for a provider in QE2, go to QE2 Main Menu, Providers, Provider Search:

1.   Click and enter information in a search field

2.   Click “Search”

If the provider is not in QE2, use DAS “EnterpriseOne (Payroll and Financial Center) Training Guides”, “Address Book”, “Search for an Address Book Record”, to:

3.   Search E1 by the provider’s:

      • Tax ID

      • ABN

      • Alpha Name

Using the E1 information:

4.   Enter the provider in QE2 Main Menu/Provider Updates/New Provider

5.   Click “Search”

6.   Results:
• Click “New Provider Submission”

7.   When the question, “Are you sure you are not creating a Provider that already exists?” displays:

      • Click “OK”

8.   When the “Create New Provider screen displays, enter the provider’s information:
Note on Zip Code: Google USPS Zip Code Look Up for Zip (5+4 digits)

      Note: If Geographic, Authorization, and Payment Addresses are the same:

      • “Click To Duplicate Address“ into Authorization Address and Payment Address

      Note: If Geographic, Authorization, and Payment Addresses are different:

      • Enter Authorization and Geographic Address

      • Enter Payment Address 1, Address 2, if applicable, City, State, Zip (5+4 digits)

9.   Click “Save New Provider Submission"

State Office

Use DAS “EnterpriseOne (Payroll and Financial Center) Training Guides”, “Address Book”, “Search for an Address Book Record”, to:

10. Search E1, Address Book Inquiry

11. Go to QE2 Main Menu/Provider Updates/Pending Approvals

12. Click the provider name

13. Click “Edit” on New Provider-Pending Approval

14. Click and enter the provider’s information on the  Edit-New-Submitted Provider:

15. Click “Save New Provider Submission”

16. Click “Approve"

When the question, “Are you sure?” displays:

17. Click “OK” to enter the provider in QE2 Providers

Or

18. Click “Cancel” to further work on the provider information

Create a PROVIDER in QE2; the provider is not in the State of Nebraska’s payment system, E1:

1.   Click and enter information in a search field

2.   Click “Search”

If the provider is not in QE2, use DAS “EnterpriseOne (Payroll and Financial Center) Training Guides”, “Address Book”, “Search for an Address Book Record”, to:

3.   Search E1 by the provider’s:

      • Tax ID

      • ABN

      • Alpha Name

If the provider is not in E1 and prefers to be paid by warrant:

4.   Instruct the provider to complete and email to the field staff:

      • W9 portion of the DAS W9/ACH form only

      Or

      • Provider’s W9

If the provider is not in E1 and prefers to be paid electronically:

4.   Instruct the provider to complete and email to the field staff:

      • DAS W9 and ACH portions of the DAS W9/ACH form*

      • 1 of the 4 documents mentioned in the lower right corner of the W9/ACH form*

When the information from #4 above is received:

5.   Enter the provider in QE2 Main Menu/Provider Updates/New Provider

6.   Click “Search”

7.   Results:
• Click “New Provider Submission”

8.   When the question, “Are you sure you are not creating a Provider that already exists?” displays:

      • Click “OK”

9.   When the “Create New Provider screen displays, enter the provider’s information:

11. Email the following to vr.providers@nebraska.gov:

      • Provider’s W9

      Or

      • DAS W9/ACH form*

      • 1 of 4 documents mentioned in the lower right corner of the W9/ACH form*

State Office

If the provider is not in QE2, use DAS "EnterpriseOne (Payroll and Financial Center) Training Guides", Address Book",  “Search for an Address Book Record”, to:

12. Search the State of Nebraska’s payment system, E1, Address Book Inquiry by the provider’s:

      • FTI Number

      or

      • FTI Name

If the provider is not in E1:

13. Enter the provider’s information in E1/Enter Address Book Requests using the DAS training guide, “Enterprise One (Payroll and Financial Center) Training Guides”, “Address Book Request-Add”.

14. When the as.stateaccounting@nebraska.gov email is received with the ABN, enter the following in QE2/Provider Updates/New Provider:

      • ABN from E1

      • Other Provider Information

15. Go to #14 below.

If the provider is in E1:

13. Enter the following in QE2/Provider Updates/Pending Approvals:

      • ABN from E1

      • Other Provider Information

14. Click “Save New Provider Submission”

15. Click “Approve”

When the question, “Are you sure” displays:

16. Click “OK” to enter the provider in QE2 Providers

Or

16. Click “Cancel” to further work on the provider information

Revision to a PROVIDER name, address, FTIN or banking information* in QE2 and/or E1:

VR Field Staff

If the provider prefers to be paid by warrant:

1.   Instruct the provider to complete and email to the field staff:

      • W9 portion of the DAS W9/ACH form only

      Or

      • Provider’s W9

If the provider prefers to be paid electronically:

1.   Instruct the provider to complete and email to the field staff:

      • DAS W9 and ACH portions of the DAS W9/ACH form*

      • 1 of the 4 documents mentioned in the lower right corner of the W9/ACH form*

Depending on the method of payment in #1:

2.   Email the above information to State Office, vr.providers@nebraska.gov:

In QE2 Main Menu/Providers/Provider Search:

3.   Click and enter information in a search field

4.   Click “Search”

5.   Click the provider’s name in Search Results

6.   Click “Edit”

7.   Revise the needed information.

8.   Click “Save and Submit Revisions for Approval”

State Office

9.   Revise the provider’s information in E1/Enter Address Book Requests using the training guide, “Enterprise One (Payroll and Financial Center) Training Guides”, “Address Book Request-Change”.

When the as.stateaccounting@nebraska.gov email is received with the ABN, go to QE2 Main Menu/Provider Updates/Pending Approvals:

10. Click the provider name

11. Click “Edit”

      11a. Revised titles of information will be highlighted

12. Verify for accuracy

13. Click “Save and Submit Revisions for Approval”

14. Click “Approve”

If the revisions are not accepted:

15. Click “Delete Revision Draft”

16. Email the staff member with the reason for deleting the revision

Revision to a PROVIDER phone number, fax number, contact, email in QE2 and/or E1:

In QE2/Main Menu/Providers/Provider Search:

1.   Click and enter information in a search field

2.   Click “Search”

3.   Click the provider’s name in “Search Results”

4.   Click “Edit”

5.   Revise the information

6.   Click “Save and Submit Revisions for Approval”

State Office

7.   Revise the provider’s information in E1/Enter Address Book Requests using the training guide, “Enterprise One (Payroll and Financial Center) Training Guides”, “Address Book Request-Change”.

When the as.stateaccounting@nebraska.gov email is received with the ABN, go to QE2 Main Menu/Provider Updates/Pending Approvals:

If the revisions are not accepted:

Adding an Address Book Number (ABN) to a CLIENT record in QE2 and/or E1:

  1. A client with an ABN has an address change:

• QE2 is programmed to enter the client’s name, address, Social Security Number, and ABN, if assigned, on the Main Menu/Client Updates list

Use the Client Updates list to:

3.    Search the State of Nebraska’s payment system, E1, Address Book Inquiry, by the client’s:

       • Social Security Number (SSN)

Using the DAS “Enterprise One (Payroll and Financial Center) Training Guides”, “Search for an Address Book Record”:

If the client is not in E1:

4.   Enter the client’s information in E1/Enter Address Book Requests using the DAS “Enterprise One (Payroll and Financial Center) Training Guides”, “Address Book Request-Add”.
• NOTE: USPS Zip Code Look Up must be used to verify and enter an address in E1.

* NOTE: When entering client informtion in Address Book Requests, enter "VR Client" in "Comments".

When the as.stateaccounting@nebraska.gov email is received with the ABN:

5.   Go to QE2 Main Menu/Client Updates list:

      5a. Click the hyperlink of the client's name which will display the client's record

      5b. Click the "i" by the client’s name

      5c. Click “Edit”

      5d. Click and enter the ABN in “Address Book Number”

      5e. Click “Save”

      5f. Click “Mark Complete” on the Client Updates list

If the client is in E1:

6.   See #5 above

Revision to a CLIENT name, address and/or Social Security Number (SSN) with an Address Book Number (ABN) in QE2 and/or E1:

VR Field Staff

  1. Revise the name, address or SSN in QE2.

• QE2 is programmed to enter the client’s name, address, SSN, and ABN on the Main Menu/Client Updates list

3.    Search the State of Nebraska’s payment system, E1, Address Book Inquiry, by the client’s:

       • SSN

Using the DAS “Enterprise One (Payroll and Financial Center) Training Guides”, “Search for an Address Book Record”:

If the client’s name, address and/or SSN need revising:

4.   Use the DAS “EnterpriseOne (Payroll and Financial Center) Training Guides”, “Address Book”, “Address Book Request-Change” to revise:
• NOTE: When entering client information in Address Book Requests, enter "VR Client" in "Comments".     

• Name

      • Address (NOTE: USPS Zip code Look Up must be used to verify and enter an address in E1)

      • SSN

When the as.stateaccounting@nebraska.gov email notification is received:

5.   Click "Mark Complete" on th Main Menu/Client Updates List. 

   

*    The DAS W9/ACH form and 1 of the 4 documents mentioned on the form in the lower right corner are required for banking information.

*    The 2 signatures/dates at the bottom of the DAS W9/ACH form are field staff signatures/dates.
