Checks Return vs Checks Mailed

Purpose

NIS allows checks to be returned to the State Office if marked “Return” instead of “Mailed” at the time of payment.

Guidelines

  1. QE2 allows for the option when making payments to have the check returned to the Department of Education or mailed directly to the consumer/provider.
  2. The ONLY reason a check should be marked “Return” is:
    • the consumer/provider has recently changed addresses and the address change may not get made in NIS before the check is written.
    • the provider requires something to be returned with the payment
  3. For payments marked “Return” in QE2, write on the transmittal that the check is being returned and where it should be sent.
  4. Check marked Return can take an additional 3-5 days to be returned to the Department of Education to be mailed.
  5. Checks to consumer that are returned can only be mailed or given directly to the consumer by State Office staff or NDE Accounting. Consumer checks cannot be returned to the local VR office.
