The Formal Interagency Agreement is meant to assist state and local agencies coordinate the Pre employment Transition Services (Pre-ETS) and transition services under the Rehabilitation Act of 1973 as amended by WIOA and the Individuals with Education Act (IDEA).
VR services are provided to students with disabilities through a cooperative effort with school districts. An Interdepartmental Agreement is completed on a biannual basis between the Nebraska Department of Education Offices of Special Education and Nebraska VR which acknowledges that both entities share responsibility to prepare students with disabilities for successful community employment. This agreement is completed at the state office level. The purpose of this agreement is to facilitate the integration and coordination of transition services from school to post-secondary education and/or employment for individuals with disabilities, who are enrolled in secondary education and are eligible or potentially eligible to receive vocational rehabilitation services.
Additionally, a Transition Partnership Planning Agreement (found in the Transition Services Partnership Planner and as a stand-alone form) is developed yearly by the assigned pre-employment transition services coordinator by September 30th with every school district.This local agreement outlines the terms of operation and collaboration between staff at a local level. Pre-employment transition service coordinators are responsible for coordinating a meeting with the responsible parties in their assigned school districts and ESU personnel (if applicable) to discuss the Partnership Planning Agreement. Signed agreements are shared with the Office Director. Agreements may be amended during the school year if necessary.
Serving Schools and Students. Nebraska VR pre-employment transition services must be provided in coordination with other school based services and can be provided in groups or on an individual basis based on the needs of the students and school. It is critical to understand what we do in pre-employment transition is proactive in preparing students with disabilities for employment. In pre-employment transition, it is the movement toward vocational maturity and employment readiness that is critical. It is our belief that early intervention through the services we provide for students and schools contribute to increased vocational readiness that will ultimately result in a payoff for all stakeholders.
Satisfaction Survey. School and ESU personnel are invited to participate in a satisfaction survey on a yearly basis in order to evaluate pre-employment transition service delivery and local coordination with schools and ESUs.
Outreach to Students and Parents. Helping students and parents understand the importance of transition planning is critical if transition efforts are to be successful. Our expectations regarding transition efforts must be reasonable and appropriate to this population, taking into consideration a student's age and level of maturity.
