Transfer Process

STAFF TRANSFERRING WITHIN NEBRASKA VR

Who?

Does What?

VR HR (Victoria Rasmussen) or NDE HR Pam Marker

 

1. Notifies all VR staff of an employee’s resignation/termination.

VR Staff Member

• Within three (3) days of the resignation notification, #2 (below) must be completed.

•A transfer can only be a lateral transfer within the same series.

• The staff member cannot contact the hiring manager to discuss the position or the transfer.

• Once the three (3) days have passed or the job is posted a transfer cannot be requested.

• If the Current Supervisor or Hiring Supervisor is out of the office, contacts VR HR, victoria.rasmussen@nebraska.gov.

2. Meets face to face with current Supervisor to discuss staff transfer.

Current Supervisor

3. Emails VR HR, victoria.rasmussen@nebraska.gov, cinda.wacker@nebraska.gov a request to transfer.

Within 3 days of the staff member contacting their supervisor:

4. Contacts the Hiring Supervisor to discuss the following:

    4a. Is the Hiring Supervisor open to considering a possible transfer?

          4a.1. If “no”, the transfer process stops.

          4a.2. If “yes”, continue to 4b-4g.

    4b. Probation

          4b.1. Even though the staff member may be on probation, the staff member may request a transfer.

    4c. Performance Evaluations

    4d. Attendance

    4e. Performance Improvement Plans

    4f.  Qualification for Position

    4g. Is the position the same classification?

 

Hiring Supervisor

5. Decides if the transfer is accepted/declined.

    5a. If “declined”, go to #6.

    5b. If “accepted”, determines if the staff member will be interviewed. Go to #7.

Current Supervisor

6. Informs the staff member the transfer has been declined. The staff member has no rights under NAPE which means the deision is non-grievable. The staff member can still apply for the position once posted.

Hiring Supervisor

7. Calls or emails the staff member and VR HR if interviewing staff member.

8. Interviews the staff member.

    8a. If there are multiple staff interested in the position, interviews should be set with all interested staff using the same questions for all interviews.(Contact VR HR for help with interview questions.)

9. Calls or emails VR HR with decision.

    9a. If not being hired, informs Current Supervisor. Go to #10.

    9b. If being hired, go to #11.

Current Supervisor

10. Notifies by face to face or emails staff member of the decision.

VR HR

11. Consults with NDE HR.

12. Notifies Hiring Supervisor when approved by NDE VR and VR HR.

Hiring Supervisor

13. Calls or emails Mark Schultz or Lindy Foley, depending on who the immediate supervisor is, for final approval to accept the transfer.

14. Calls or emails Current Supervisor of final approval.

15. Calls or emails VR HR to begin the transfer process.

Current Supervisor

15. Shares the decision with the VR staff member.
