Assisting Individuals with Disabilities to Register to Vote

  1. Make a voter registration form available to the applicant if the applicant indicates on the application form that he or she would like to register or re-register to vote. The Voter Registration form can be downloaded from the Nebraska Secretary of State's website or completed online, then printed for signature. Voter Registration Form
    • If registering for the first time, the individual must provide a copy of the following;
      • Current and valid photo ID showing the same name and residence address provided on the Voter Registration form, or
      • A copy of a utility bill, bank statement, government check, paycheck or other government document which is dated 60 days immediately prior the date of presentation showing the same name and residence address provided on the Voter Registration form.
  2. Provide assistance as needed to the individual in completing the Voter Registration Form and submitting the completed and signed form to the appropriate election commissioner or county clerk.
    • If the individual assumes responsibility for submitting the Voter Registration Form, the individual should mail or deliver the form to the election commissioner or county clerk of the county the individual resides in.
    • If the individual provides the form and identity/residence copy to VR to submit, the form must be submitted no later than 10 days from the date of receipt to the election commissioner or county clerk of the county in which the VR office is located. Then the election commissioner or county clerk's office will forward if the individual does not reside in the same county as the VR office.
    • If the date of receipt is within 5 days prior to the third Friday preceding any election, the form shall be submitted no later than 5 days from receipt.
  3. Make a Voter Registration form available to a client at his or her annual review if the individual indicates he or she would like to register to vote.
  4. Make a Voter Registration form available to a client notifying VR of an address change, if he or she indicates a desire to register or re-register to vote.
  5. Re-registering is required whenever someone changes his or her;
    • Name
    • Address
    • Political Party Affiliation

Nebraska Revised Statute §32‐310 requires that Nebraska VR provide the opportunity to individuals with a disability to register to vote. This opportunity is to be offered at the time an individual applies for services, participates in an annual review, or notifies VR of an address change.

To register to vote in Nebraska, an individual must:

  • Be a United States Citizen;
  • Be at least 18 years of age on or before the first Tuesday after the first Monday in November;
  • Live in the State of Nebraska;
  • Have not been convicted of a felony, or if convicted, at least two years have passed since the completion of of his or her sentence for the felony including any parole term; and
  • Have not been officially found to be mentally incompetent.
