Summary of Changes

CPAP is now a separate program from Nebraska VR, therefore clients can be clients of both VR and CPAP at the same time. CPAP should be considered another communtiy partner of VR's just as DOL, Proteus or other agenices would be. 

Eligibility continues to allow for individuals closed successful in one of the five designated pathways and wants to pursue a credential or individuals wanting to complete a VR/CPAP certificate program. Eligibility has also been extended to allow for individuals who have not been a past sucessful close case: 

• Currently employed in one of the five designated career pathways/clusters AND wants to advance within the SAME career pathway through education and/or training.  
• Interested in one of the five career pathways/clusters AND wants to advance by completing short-term trainngs to obtain multiple credentials within the SAME career pathway. Examples of certifications could include CNA, CMA, IT Certifications, etc.  

Any new CPAP clients who had an application completed after January 1, 2019 will follow the VR training allowance up to unmet need. CPAP clients are not limited on the number of credit hours they can complete in a semester/quarter. Any applications completed prior to January 1, 2019 will remain at the prior CPAP training policy rate. If clients are co-enrolled with both Nebraska VR and CPAP, CPAP will pay the training allowance up to unmet need and a stipend or mileage. Paying additional cost will be negotiated between CPAP, Nebraska VR and the client.

Forms - New or Revised

All CPAP forms are now designated as CPAP forms and not VR forms. VR forms are no longer used when individuals apply and are provided CPAP services. 

QE2 Update

Due to CPAP being a separate program a new CPAP QE2 system was spun and CPAP no longer uses the VR QE2 system for the CPAP electronic data system.

Review individuals who are on the VR OOS waiting list and/or individuals VR staff are having initial meetings with and determine if the individuals would be eligibile for CPAP services. If so, make a referral to a Career Pathway Recruiter (CPR). CPAP Quick Reference Cards were sent to the Office Directors to distribute to their teams. These reference cards can be used to assist in remembering the CPAP eligibiility criteria and also provides the CPR referral information.
