An application for VR services can be completed without verifying original work documents, but this is required to be verified in QE2 prior to approving the Individualized Plan for Employment (IPE) or participating in Work Based Learning, On-the-Job Evaluation, or Trial Work Experience.
Added the clarification to court appointed guardian or power of attorney that documentation is required to determine appropriate signatures for VR form.
Added case open in 2 states information.

Added I-9 form for reference of work documents needed for IPE Approval to this chapter, as they can be gathered any time prior.
QE2 Update
