361.45(d)(5) The Individualized Plan for Employment (IPE) must be reviewed at least annually by a qualified vocational rehabilitation counselor and the eligible individual or, as appropriate, the individual's representative to assess the eligible individual's progress in achieving the identified employment outcome.

The annual review is mandated by law and regulation. The review cannot be waived by either the client or the agency.

There is a 90 day time period within which the annual review must be conducted, beginning 60 days before the anniversary date of IPE approval and ending 30 days after the anniversary date.

Nebraska Revised Statute §32‐310 requires Nebraska VR provide the opportunity to individuals with a disability to register to vote. This opportunity must be offered at the time an individual:

  • Applies for services 
  • Participates in an annual review 
  • Notifies VR of an address change

Follow the steps outlined in the Program Manual Chapter: Assisting Individuals with Disabilities to Register to Vote.

 

 

Requirement: The IPE is reviewed at least annually by a qualified VR counselor and the eligible individual or, as appropriate, the individual's authorized representative to assess the individual's progress in achieving the identified employment outcome or a projected post school employment outcome. 

Timeframe: There is a 90 day time period within which the annual review must be conducted, beginning 60 days before the anniversary date of IPE approval and ending 30 days after the anniversary date.

Process:

  1. Review and discuss the services and the job goal or a projected post school employment outcome with the client or as appropriate, the client’s representative, either in a face to face meeting or via the telephone to determine whether satisfactory progress is being made towards the goal.
  • If satisfactory progress has not been made determine the next action that will be taken and how this progress will be monitored and measured.
  • Document the Next Action in writing with the client or, as appropriate, the client’s representative. 
  • Determine whether any amendments or changes need to be made to the IPE employment outcome and/or services with the client, or as appropriate the client’s representative. See VRIS IPE Amendment
  1. Complete Annual Review questions in QE2 and obtain approval.
  2. Ensure lawful presence and work authorization information is up to date annually. If information will be expiring soon, remind the client about the due date and required steps for renewal.  Application to Employment Program
  3. If the individual indicates he or she would like to register or re-register to vote follow the steps outlined in the Program Manual Chapter: Assisting Individuals with Disabilities to Register to Vote. Re-registering is required whenever someone changes his or her;
