Cases are closed in pre-employment transition services (Pre-ETS) under three different categories depending on the reason for case closure:

A student that no longer meets the definition of a student with a disability.

  1. Pre-ETS: No Longer Eligible for Pre-Employment Transition Services:

  • Individual is no longer a student or and/or is not in the specified age range 14-21.

  • Student is no longer verified as a student with a disability, the disability no longer presents barriers for the student and the student does not have another disabling condition that would qualify for the receipt of pre-employment transition services (e.g. student is discharged from IEP or 504 Plan and it is agreed that there is no disabling condition). Discussion with the authorized representative for a student 19 or under must be documented. 

  • Death of student.

When a student is not actively participating in pre-employment transition services, contact should be made with the student and their authorized representative. Multiple methods of contact should be attempted, to include, text, phone call and email.

  1. Pre-ETS: No Longer Interested in Services:

  • Student and authorized representative actively chooses not to participate or continue to receive pre-employment transition services.

  • Student and authorized representative agree that all needed pre-employment transition services have been completed.

  • Student’s actions make it impossible to begin or continue pre-employment transition services. Examples include repeated failures to keep appointments for participation. Contact with the authorized representative of a student 19 or under and any student with an IEP must have been attempted and documented.

A student that is no longer available to participate in pre-employment transition services due to the following circumstances.

  1. Pre-ETS: Not Available for Services:

  • Unable to contact student, unable to locate student, student moved out of state.

  • Student entered a correctional facility where pre-employment transition services are not offered and there is a reasonable expectation that the student will be inaccessible to VR staff for the remainder of their period of eligibility as a student.

  • If the student is at a facility where VR staff provide services or is expected to return to high school, do not terminate the case.

Prior to Closing a Pre-ETS Case

Pre-ETS: No Longer Interested in Pre-ETS

When a student is not regularly attending pre-employment transition service meetings, attempts should be made to contact the student and authorized representative. 

  • Attempt to contact the student and authorized representative by text, phone and email to discuss continuing pre-employment transition services.
  • Document all attempts in QE2.
  • If the student and authorized representative do not respond to attempts, send a Pre-ETS Letter Non- Participation letter and document.  English and Spanish letters are available. 
  • If the student and authorized representative do not respond to the Pre-ETS Letter Non-Participation within in 15 days, close the case using Pre-ETS No Longer Interested in Services and follow the case closure procedure. 

Pre-ETS: No Longer Eligible for Pre-ETS

When a student is no longer eligible for pre-employment transitions services due to graduation or is no longer enrolled in an educational program, it is important to discuss the option to apply for the VR Services.

  • Attempt to contact the student and authorized representative by text, phone and email to discuss VR Services and whether the student will require individualized services to meet employment goals.
  • Document all attempts in QE2.  
  • If the student and authorized representative would like to learn more about these services, see VR Employment Services for Students chapter.
  • If VR Services are declined by the student and authorized representative, document in QE2 and send a Pre-ETS Letter Termination after Graduation and follow the case closure procedure. English and Spanish letters are available. 

Case Closure Procedure

When closing the case of a student who receives pre-employment transition services:

  • Verify that the correct graduation date is recorded in the basic information record. This will guide the closure options outlined in the policy and provided in QE2. 
  • Choose the closure option appropriate for the student and proceed to close the case.
  • QE2 will auto-populate a Closure- Case Termination task note.
